Ciara has very curly long hair.  There is some layering throughout the hair.  Most layers start about chin level and go all the way to the ends.

To create this style on you own, apply a curl-enhancing cream or gel throughout the hair.  Blow dry the hair using a diffuser attachment for the blow dryer.  Use only your fingers to shape and position the hair.

If you do not have naturally curly hair, you will need to use a small curling iron to create the curls all over.
